It could very well have been her body double. As for ending her story, just because Charisma Carpenter isn't going to be back as a regular doesn't mean she won't be back at all. My guess is that the situation will be similar to Anthony Stewart Head's since he stopped being a regular: she'll come back occasionally as a "special guest star", but will no longer be in the opening credits. Giles' grandmother was a Watcher and it's been implied that it was his destiny (which he rebelled against in his Ripper days), but that could just be a cultural thing, the expectations of a Brit of a certain class and upbringing. The Watchers are rather secret and elitist.
