I really like the above suggestion, especially if it turns out it's not just "cooperation" they want but they offer Angel an exchange of souls, so to speak (if he gives up his soul they will restore Darla's). That would fit in a lot of ways -- it would fit W&H's long-term apparent strategy of trying to corrupt Angel, it would parallel the events of this last episode, and it would give a (potentially powerful) point to the whole Darla arc, and it gives a reason for this long setup about Angel's intense obsession with Darla, to help make it plausible that he would even consider such a thing.
