It's from a David Letterman commercial, where he is talking about the Olympics and the meaning of the whole thing. In typical Dave style, it starts out fairly straight and ends with the monkeys washing cats gag...along with a film clip of a monkey washing a cat (possible X-Files storyline, or maybe the next David Lynch flick??) then he wipes a tear from his eye.
