These were mostly people that had no means to leave the area. I heard the other day that about 30% of New Orleans people live below the poverty level which is $8000 USD. The Mayor has ordered the entire city of New Orleans to be evacuated now, I imagine this just means the city itself and not the entire metro area. All kinds of bad things are happening down there. The police are so busy with search and rescue they can't afford the time or resources to attend to the dead or stop the looting. People literally have their dead relatives wrapped up because there is no place for them to go with them. A sad sad tragedy to say the least. And, dig this: the levees broke, so the below-sea-level streets are being flooded by overflowing rivers--ALLIGATOR and poisonous-snake-filled rivers. As a result, people are apparently being bitten by these things. Dead bodies just floating around, too, while crews try to save the panicked living. No fresh water. No electricity (and none expected for something like 4 months), all plumbing fucked. A total nightmare. Apparently, it's gonna be the most expensive (in terms of dollars) cleanup of a natural disaster in the history of the U.S. I'm stunned by the death toll. Immediately after the storm, it was reported "10 dead", or some similar releatively small figure. But thousands? I don't think anybody saw that coming.
