If I am in the UK and want to call the US, the sequence would be: 001 ..... and if I wanted to call Italy it would be 0039 .... If I were anywhere in the UK and wanted to call London, as Loo has said, the sequence would be: 0207 .... or 0208 .... Most international dialling drops the initial zero in front of the UK area code.
