No way would this pass in America. I think people would be willing to go to hands-free but if the distraction is truly the conversation one is having with someone else then the short duration rule would be the best. The problem is that those of us with commutes of two hours a day (one hour each way) or longer have come to depend on using our cell phones to accomplish all the fucking phone calls we have to make (and wait on hold) during the day. While one is on hold, there's not much distraction. But the minute one is...... We have our heads up our arses when it comes to city planning, building roads, encouraging mass transit. (ooooooh political) If gas / petrol cost a lot more, there'd be a lot more demand for mass transit and consequently less drivers period. I don't particularly like sitting in those commutes. Perhaps it should be a miles-per-hour offence? eg if less than 5 (crawling in traffic) or more than 50 sustained (out on the road) there's far less chance of a stupid accident than in city traffic. Okay, yeah, we limit it to roads with no traffic signals.
