The news states that it is "expected to be approved virtually unopposed". Looks like June's going to be a busy month for me again..... GLASTONBURY FESTIVAL 2004 APPLICATION MENDIP INTERNAL OFFICER REPORT This is a report that brings together the comments of Mendip District Council's Officers regarding this Application for a public entertainment licence. Any references to further discussions or developments prior to the event are subject to the Members decision to grant or refuse a licence. Health and Safety The Event Safety Co-ordinator is a crucial appointment and requires an appropriate level of experience and/or qualification in the event safety field. At the time of the Application being submitted, the post has yet to be confirmed. Members should seek some assurances from the Licensee as to the current situation regarding this appointment before granting a licence. Planning for a Major Incident The application contains similar proposals to the 2003 event and therefore the application satisfies the basic principles of the evacuation plan and dealing with emergency situation on site. Any further developments and improvements will need to be progressed. Security Given the expansion of the security cordon around the Festival site, the proposed changes show a sensible balance between reduction of, and improvement in staffing levels. Provided that the flexibility that is stated in the Application is implemented when needed then the plans are acceptable. This also assumes that the performance of the security teams, particularly in the villages, will be at least as good as for 2003. Traffic Management On-site The improvements in the traffic management and positive reduction of vehicular movements on-site can be recognised in recent years. However, there is a need for a fundamental rethink about transport issues on-site and these need to be developed in the lead up to the event. The prevention of mixing pedestrians and vehicles will inevitably reduce the risk of traffic accidents on the site. Off-site The commitment to reducing vehicular movements around the village of Pilton should be welcomed and this, combined with the decision to position staff car parking that certainly reduced traffic movement in 2003, will further improve the situation. Crowd Management A Crowd Modelling survey was commissioned in 2003 to identify any areas of concern and necessary improvements required. In general, the survey identified little in the way of significant crowd issues but did point out the need to reduce the mixing of vehicles and pedestrians. This suggested improvement to on-site traffic management should be developed in the months leading up to the event. Noise Control Following issues that arose from the 2003 Festival, and subsequent discussions to address those issues, the Application contains an approach to noise control that is very satisfactory. There is now a proposed improved strategy to noise issues that provides cross references in the Event Management Plan between the noise management section and other sections. The Licensee has also endorsed the proposal to set up a workshop to run through example scenarios to see how noise management under the improvements will work in practice. This has the full backing of the Mendip Officer concerned who now feels that there is a real opportunity for a co-ordinated action plan on noise that can be resolved in the near future. Water Supply The water supply arrangements are as for previous years and so there are no significant issues to raise on this front. Mendip now has a new Officer in place with expertise on water supplies who has identified some improvements that can be made and asks questions of the current system that can only benefit the Event. Sanitation It was identified that further significant improvements were necessary to the sanitary facilities and waste collection facilities on the site. Proposals to deal with these issues have been addressed in the Application and there are plans for further detailed discussions to take place prior to the proposed event. Food Markets There are no issues for this area. Crime Reduction and Community Safety The Community Safety Officer has identified that the vast majority of necessary improvements were provided for at the 2003 event. The crime figures vindicated these vast improvements and it will be up to all agencies involved to maintain and, where possible, improve the approach to a further crime and disorder reduction. Camping There were significant improvements at the 2003 event and all recommendations to further improve the camping arrangements have been included in the Application. Medical & Welfare The provision for medical and welfare cover are seen as satisfactory. CONCLUSIONS There are no objections from Mendip Officers to the granting of a public entertainment licence for this event. As is the norm for an event of this size, Officers have identified certain technical issues that will require additional work and liaison with the festival organisers and other agencies, and possibly inclusion in the licence conditions. Officers generally support the application. RECOMMENDATIONS If members are satisfied that the event can be held safely and that the Council's legal obligations under Section 17 of the Crime and Disorder Act 1998 are met, I would recommend the granting of a licence for musical entertainment to be held between 10am and 12:30am on the 25th and 26th June and 10am and 12 Midnight on 27th June 2004. I would further recommend that members agree to the principle of setting the thirteen milestone conditions that were implemented for the 2003 event. I would also request that Members again support the establishment of memoranda of understanding and agreements between the Festival Organisers, Avon and Somerset Constabulary and District Council. In addition to this that Members support the inclusion of the County Council in memoranda of understanding.
