I think what's being missed is that it is fully possible to be American AND identify with another country's culture in a huge way. Texas' ever-burgeoning Mexican-American population is proof of this -- we celebrate Mexican holidays, such as their Independence Day, along side our own! (Cinco de Mayo, Diez y Seis) So if the Army brat (or other military) was born and raised on a base? Only American. But if raised immersed in the culture and able to speak the language of the country in which they were born? BOTH. America is fairly unique in having two ways of being a citizen: natural-born, that is, if you were born here, even to Martians, you are eligible for citizenship; AND if you were born to *an* American parent overseas, you are *still* eligible. We had to do the first part to transition the country from an English-born (and English citizen) population to the new concept of the 'American' citizen.
