The practical upshot of that is that a US video won't play in a European VCR, and vice-versa. Thanks for reminding me on that one, Matt. On this side of the pond, at least, professional video conversion ain't cheap. :/ All of Tori's commercial videos that you'd find in the US are available in the correct format overseas. I'm sure that it would be both easier and cheaper to purchase them on your side of the pond. :) For bootleg videos, I can't say that I'd recommend getting one converted. A conversion from NTSC to PAL is kinda icky {IIRC, NTSC uses less frames per second than PAL}. Given the not-always-great quality of bootleg videos, I don't know if it would be a good idea. In addition, a professional likely wouldn't do video conversion on a bootleg video. :/ If you're interested in bootleg videos, I'd highly recommend finding traders in Europe and asking them if they'd be willing to help you out. IIRC, there is a mailing list for Tori boot traders in Europe {again IIRC, the guy who set it up found Tori-boot to be a little too Ameri-centric for his tastes}, although someone else will have to give you the info on that [1]. But, of course, all of this is assuming that you don't have the dual-standard equipment.
