What you're referring to is a brick wall limiting set up, as in radio broadcasting. Compressors are ALWAYS on, once set, unless there is a gate in the chain (which is common in a live setup), but this doesn't turn off the compressor, it just turns the audio signal off temporarily.. A compressor takes the sound level going in and 'squashes' the dynamic range of the signal. This is expressed as the ratio, IE 2:1, 5:1, 20:1, etc. The numbers are expressed as decibels (db). Therefore, if a compressor has a ratio of 3:1, this means that for every 3 decibels of sound coming in, only one comes out. So what does this do? Well, for one thing, depending on the amount of compression (and the other controls I won't get into here), basically the softest sounds get brought up in volume to the level of the loudest sounds, or better, the average of the two, according to the ratio. It also makes the signal far less 'wild' and much easier to manage. Here's how Tori uses it, since it is THE single most important element of her vocal 'sound' as it were. By using a high compression ratio, the breath noise (and pops, clicks, etc.) in her voice become as loud as the sustained portion of her vocal, which creates a far breathier 'in your face' sound that she uses so often (this and 'eating' the mic! Think 'iieee', in which the vocals are smashed during the verses). This, with a little high end EQ makes for that distinctive overcompressed sound which is popular (that, and adding more compressors in- line). So her live audio chain would be something like: mic, mic preamp, gate, compressor (inserted either at the console or directly inline from the mic pre). Tori (and many, many others) uses compression really as a vocal effect, as well as signal leveling. Compression is often applied to entire songs, usually at the mastering stage. A 'multi-band' compressor is used to provide different rarios to different frequency ranges. Sometimes subtly, other times not (like some songs on her earlier albums). Compression is used on bass to make it tighter, or in the pocket, on drums to create more attack or sustain for a much bigger sound, on guitar for sustain and definition, etc., etc. ad nauseum, the uses are unlimited (audio engineer pun intended). So you see, a compressor is not a limiting system (though it will 'limit' to a certain extent past 20:1, usually infinity:1), they're two very different things, though limiting is similar and used for effects occasionally as well.
