No, it's not true, Tori's hair isn't blonde. It looks kind of yellow because of the way the picture looks. It's the lighting (I think) and the developing. Notice her skin looks very washed out and the lines of her face are almost non-existent. I'm not absolutely certain on the photographic processes used to acheive this look, but is has something to dow ith lighting and exposure and such like...
