Your best bet, IMHO, is to find "Stars and Topsoil" which is a best of from 1982-1990 (when they were signed to 4AD). But, as is the prob with best ofs, there are usually 'better' tracks out there. So for a starter interested in buying an album, "Heaven or Las Vegas" or "Treasure" are probably the best places to start. "Milk and Kisses" is okay, although they really went to the dogs on their last two ("Four Calendar Cafe" and "Milk and Kisses") because for some reason Liz started singing actual lyrics and it just doesn't work as well, IMHO.
