I'm not sure who has control over the regions, and you have to look from the record company eyes that at the end of the day, they are interested in making as much profit as possible, therefore they will probably include region codes as a company policy, a few fans requesting won't force them to bypass their policies, like Napster couldn't force them to legally allow to use tracks because of reproduction copyright and policies. IWhy an artist or their label would put out product that can only be viewed/heard/enjoyed by only a percentage of their fans is beyond me. The David Gray & Sting ones were put out in all 3 formats but the Blur DVD for a single was only available in the European & Asian formats. Eventually, Blur did put out their Greatest Hits on US DVD as well. Unfortunately it appears that these are handled much in the same way as VHS tapes are processed - US vs. Europe vs. Asia. While I've heard there is a way to make DVD's "all-region", the norm appears to be to slice them by zone. It's also possible to change some single region players into multi-region players. Sometimes all that is required is for you to enter a specific unblocking code. I have no first hand experience of this but I read it somewhere, so it must be true!
