I can't say I know this for a fact, and I tend to think music is different than other things you will see from sponsors of TV shows. For instance, when I was a kid, we had a lot of our weekly TV shows prefaced by "sponsored by (example) Ford Motor Company." Then, all thru the show, the stars driving anywhere would be in Fords. A good example of this, which you can check any day recently as they are playing the old Charlie's Angels a lot because of the new movie, is that all the characters drive Fords. But, there were also shows, like wildlife shows or what not, who would have similar sponsor announcement where no vehicle or product was involved, they would just intersperse commercials for that particular sponsor's product. The other thing I can tell you is regarding BoDeans and their Party of Five song. Sometimes it is just a matter of someone on the staff of the show liking either a band or a particular song. When Sam Llanas released his solo CD Absinthe, he did an hour Milwaukee radio interview which I heard. They had never heard of or seen the show Party of Five when they were approached by producers to use Closer to Free for the opening song. Sam and Kurt did not okay this until they actually saw the show and felt comfortable with what their song was being used to introduce. In that particular case, it was the show soliciting them. When they had the spinoff of Party of Five (can't remember the name of it), they again had BoDeans doing the opening song (Beatles "I've Just Seen a Face") . . which brings up another question, did they then have to solicit both BoDeans to sing it and Beatles to use it?
