This is from Joni's Red Rocks leg of her Refuge World Tour which also took in Sydney and Tokyo (I have recordings from both). Red Rocks, Colorado was in August of 1983. Winn-Dixie is a Southeastern US chain (used to be in the Carolinas but have since pulled out). So, when she's singing about being cast upon a beachtown with some drifters she's talking about the Atlantic Coast (she also references Savannah) or the Gulf Coast as they are prominent in Florida, Alabama, Louisiana, Mississippi even more than on the Atlantic. Don't know of any time she was hanging out with Robbie and the boys in that part of the country, and it doesn't make any sense that she would throw in such an oblique reference in a song which she admits is about Trungpa.
