I had a chat to Phil on FaceBook about the possibility too and he said it might be something they would be interested in. He is going to look into it. I suggested that it would be the sort of show that would fit very well with the Festival of Sydney. I see it doing very well at the SOH. Possibly as a cultural swap with the Sydney Dance Company. I have offered my assistance. I'll fill you in as information comes to hand. They've been known to be wrong. If Joni makes a hand-written version available, that would be a better clue, but it could still be a personal quirk in any case. But it could also be capitalized the way nouns were generally capitalized hundreds of years ago - or the way certain things (like the Seven Deadly Sins) are capitalized. Maybe Folly is another Deadly Sin. (I almost said Capital Sin.) On the other hand, if Joni meant to capitalize it, I'm sure she did mean it to be taken several different ways. So, if there is no place on the West Coast (caps!) named Folly, maybe there could be. By the way, I have no idea what became of the original poster-to-the-website's email address, and wonder if he would like to hear the various arguments, or if it was just a straight-up question to which he would have preferred a "Yes" or "No" response. The first few frames of Joni singing in this video show her wearing a blue beret and sitting on a chair. Then the video flips to show her in the cafe referenced as Cafe Au Go Go in New York. However - the liner notes to the video say " the music appears to be added from the album Song To A Seagull". Now separately, I am pretty sure that the album Song to a Seagull was recorded and produced in studio by David Crosby. However, if you look closely at this video - she doesn't really appear to be lip synching in the few shots you see her actually singing. So can anyone tell me if Marcie was recorded here in NY at Cafe Au Go Go - or in studio? Really curious to know ........... A quick Google search didn't turn up a town called Folly on the west coast but it could be a small place in Canada or northern California I think. It just seems to fit with the verbal double layer she was using in this song. Even the title is of course a fictional "place" but one we can recognize as a universal eatery. I don't see why Folly wouldn't qualify also.
