It's not a list charter issue. SMOE simply doesn't accept messages that are over a certain length, and they get bounced to the listowner for approval. If you have issues with that, you should take it up with the SMOE administrators. However, it's common netiquette to not have excessively long signature lines. A common rule of thumb, as specified in RFC 1855, is no longer than four lines. However, in the past, during discussions both on the list and privately with Sarah's manager (who does read the list, by the way) the desire has been expressed that bootlegs not be discussed on the list.
