That scenario of a label giving a box of free cds to a station for on-air giveaways and the DJ's their own personal free copies is actually standard procedure. In fact, the non-commercial stations call you up and beg for extras so they can give them away as prizes for pledge drives. Payola is much bigger than that. Payola (that is illegal) is the kind that cant be hidden as advertising or free samples. It is the kind when money changes hands under the table... when its implied that if you send the djs money on the side that they will be more open to the suggestion of playing your song. Sadly, there is even a way around that by buying what the radio stations call "commercial airtime".... commercial time exactly equal to the length of the song, to play the song as a "commercial." Pretty outrageous, huh?
