Seems like they'd be okay with it then. I have to say I feel sorry for the college-age kids of today. When I was in college (showing my age) in the decadent days of 18-yr old drinking, live music in the clubs was a fantasitc scene and now unfortunately you get this "21 and over" bit, shutting college kids out of some shows. In Pittsburgh there is the same dilemma. The three major acoustic music venues are 21 and over mainly because they are clubs and have bars in them. Most likely there is no way around this. I have a friend here who I desperately want to take to a nields performance. But she's only twenty and I doubt that me pretending to be her older sister will help her out. I would say that contacting the club directly is a start. But the club owner has to follow the rules on his liequor license. Chances are that the laws will simply prevent it. My grandparenst used to have a liquor license and the rules are extremely strict. The thing is that careless young adults who get drunk and make themselves ill and cause trouble have ruined it for the rest of the under 21 population. Good luck with getting in. Perhpas you could email someone in lucy's camp directly and plead with them to ask the club to make an exception. Perhaps you could sell merch or something for her and therefore be considered her employee in some way for the night. I really, really hope you are able to see Lucy perform.
