Basically the inner circle decides. The final number varies each year because they employ a seat of the pants method. It was not clear, (after an hour long presentation) whether common music lovers votes are even considered. I think that NWA will get in, because Big Money in the movie industry stands to benefit. You remember NWA; their very name is so vulgar that an acronym replaced it long ago. Can anyone name a Janet Jackson song which is not a cover? James Brown's band was "The JBs". Since the phrase JB is plural, not possessive, there should be NO FRICKIN APOSTROPHE IN THE NOMINEE'S NAME. ELP still has not been nominated.
