The cold case of L.A.'s most notorious serial murderer in the 70s was not cracked until 2009 when the perp was finally identified and convicted, but don't know of a cocaine connection with him. I think the many references to "snow" could mean coke, which was unfortunately flowing profusely in L.A. in the late '70s. Could be a rich drug dealer associated with a cartel/drug mafia who got people bumped off and never got caught. Anything is possible in the dark recesses of the big city and Joni may have known of, or heard stories about, a particular character like that. I wouldn't be surprised.
