As for watching on a personal computer (as well as tablet or smartphone, there is NO app), all you need is a browser which can handle Flash video and a fairly fast internet connection. Although livestream begs you to register or login, you don't need that for watching a live stream. You can simply go to the unique stream page and watch. For those who can't watch live, the NYT has its own YT channel here http://www.youtube.com/user/TimesTalks/videos?view=0 where some footage is archived. You can try out a current live stream here http://new.livestream.com/wjla/live - if you can watch that, you can watch any stream there.
