Yes, there's no question that it is Joni singing lyrics.

My question was .... in the middle of the song
(@5:09 to 5:19 / 5:24) was I hearing an actual
instrument or Joni's voice scat-like.

Bob and my son, both, say it's some kind of 'keyboardy synthy' sound.
(Well, now I owe Bob another $1)
