In Hough's case, she was dressing up as a character she likes from a TV show, who is black. I don't necessarily see that as something she'd need to apologize for but, maybe if I were black, I would. But then, not all black people would likely see it the same way either. In a way, Joni's Art Nouveau character is more racist, because he seems more stereotypical (to me) than Hough's character. And yet, that was 1976 and I don't remember how people would have received it back then (back before the internet, where everything is spread quickly and where everyone's opinion seems to carry the same weight.) If, as a white person, you dress as a black pimp (stereotype), I'd say that's racist but, if you dress as Mr T, maybe not, because Mr T, even if he is a sort of stereotype, is a real person (or maybe a real persona.)
