Still, I think that Joni saw the word "JUSTICE" and her brain split it in two: "JUST ICE," and then she considered the frequent coldness with which "justice" is often dispensed. And it is often governed by greed and lust. Unfortunately, the justice system (American or other) is not immune from influence, either monetary or otherwise. And there is, of course, "justice" that is meted out by other than an accepted system (think vigilantes, who are often lusting for revenge). Just the strong doing what they can And the weak suffering what they must? As always, Joni's lyrics leave much to our interpretation, which, I think, is her intention.
