From what I read, it looks like they are paintings or prints on display. Though, ice sculptures or relief carvings in ice would not be unusual at this time of year. The Rideau Canal Skateway is a regular canal for boats in the Summer. In the Winter, when it freezes over and the ice is at least a foot thick, a four mile section is plowed and surfaced to create a giant skating rink. I'll be in Ottawa on Wednesday.
