Army lowered bar for recruits in '05 1 in 6 given waivers despite backgrounds By Tom Bowman Tribune Newspapers: Baltimore Sun February 14, 2006 WASHINGTON -- Struggling to boost its ranks in wartime, the Army has sharply increased the number of recruits who would normally be barred because of criminal misconduct or problems with alcohol and illegal drugs. Last year, almost 1 in 6 Army recruits had a background problem that would have disqualified them from military service. In order to accept them, the Army granted exceptions known as recruiting waivers. Recruits with medical problems made up the largest single category of those given waivers. However, the largest increase was among recruits with a history of criminal conduct or drug and alcohol problems, according to Army data. In all, the Army granted waivers to 11,018 recruits in the 12-month period ending Sept. 30, 2005, or 15 percent of those accepted into the service that year. Those figures are up sharply from 2004, when 9,300 waivers were granted, or 12 percent of those joining the Army. The Army provided the recruiting figures to The Baltimore Sun on Monday. The Army was about 7,000 recruits short of its recruiting target last year, when 73,000 men and women joined up, down from 77,000 in 2004. There was a significant increase in the number of recruits with what the Army terms "serious criminal misconduct." That category includes aggravated assault, robbery, vehicular manslaughter, receiving stolen property and making terrorist threats, according to Douglas Smith, a spokesman for the Army Recruiting Command. The number of recruits in that category increased to 630, from 408 in 2004, reversing at least a four-year trend in which the number of recruits with serious criminal misconduct in their background had declined, according to Army statistics. The largest increase in waivers was for recruits with misdemeanor convictions. There were 4,587 waivers granted last year in that category, up from 3,667 in 2004. There were 737 waivers for alcohol and illegal drugs, up from 650 the previous year, which also reversed at least a four-year trend of declines in that category. A waiver is required to let the recruit wait 45 days before taking another test. Initially traveled here to find those special, 'deep' folks that also listened to and understood the words and music of Joni Mitchell. At that time, to me, she was more than human; a prophetess, a savior, a seer of things that mere mortals usually did not find. Now, have come to the conclusion that Joni Mitchell is a human being and although she was and is blessed with unique gifts by the creator, she is no more special than me, or you, or them. Not by any means attempting to lessen her impact on my life or the gratitude I feel towards her for helping me to see many messages more clearly. Still a genius in my mind and in her own well adorned place she will always reside. The past few weeks here have been very helpful in answering more questions in this mind pertaining to the importance of such a place, the meaning of my life and our lives, my own brilliance, and ineptitude and ignorance. I did initially believe Joni had no business not attending the big event and wrote so. Now, can see my impulsiveness and have learned one thing if no other--one doesn't go into the shrine where worship accepted and expected, and throw eggs at the statue there, even if the soul inside the stone taught that such things are important, even essential to self expression and growth. But does ones self anointed excellence, in this case music, make the efforts of others poor, not worthy, or garbage? Have many times in my days expressed my feelings on the subject and have called much those kinds of names. Would venture to write that masses would disagree with me and are the masses always wrong even if a small group prefers to be elitist in their opinions? I would answer no. Just opinion and even if the rights put forth as God-given aren't really so, isn't opinion surely one of them? Don't care for Britney Spears music but don't know her, except in the tabloids. Have no idea who she is, what she is, or what she wants from life. Is she deep? Am I? Are you? And who is the judge on such things? What makes one person 'deep' and another not so? Remember in high school inside the group in which I ran that we would call ourselves 'deep' and therefore it was okay for us to easily, more or less, designate anyone that disagreed with us or any group that excluded us, as not deep, stupid, they just didn't get it. Maybe it was us that 'didn't get it.' Did Joni Mitchell go her own way and not attempt to be a successful pop, folk, rock star? Perhaps she did. Perhaps she couldn't, either make it to the top of the business (whatever the definition of that might be) or didn't want to. Don't know Joni either and have no idea what her inner desires are or were. Pure speculation. Have no vision of what she wanted from life or if she succeeded, only she knows. One thing is sure, Britney Spears has succeeded in being a superstar of the pop of today and for that I give her credit. Surely wasn't easy and whether or not I, or you, find her music salvageable, lasting, or worthy, the girl made it. As for the cat excuse for not attending the tribute concert I would find that a viable and acceptable excuse but my parents would find not doing anything for the sake of an animal mere folly. Were they wrong? Would I be? Subjective at best any answer. Joni might have found the performer list less than golden, might have been afraid of being asked to sing when her voice has diminished (in the opinion of many), might have simply not wanted to. More power to her. I was simply upset for you, the fans, the friends I thought I had here. Shouldn't have written anything about it. A lesson learned for Mack. I would easily and gladly back the friends I thought I had over a star that I had come to worship. Just me. In retrospect, I wouldn't have gone either. As for David Crosby, I would think that he would shy away from insulting anyone after the life he has led. But how much do I know about him? Again, only what they have told me and that makes my opinion worthless in my estimation, in that instance. One thing is for sure. Joni Mitchell has been a good thing for me and coming to the JMDL has been as well. Many lessons learned, doors opened, eyes wider and see much more than before. Hi, Bob, My neighbor's son gave me a CD he burned and on it is written, "Iron & Wine" and "Bloc Party". I figured it was Iron & Wine's album called Bloc Party. The number 8 track is this slow version of "Both Sides Now" and it seems to fit with the previous 7 tracks which are all kind of "easy listening" stuff. I tried calling the guy to ask about it and there's no answer so I went online and Googled the names (as you probably did). I found no real connection but learned that Iron & Wine and Bloc Party are two different groups. Upon replaying the CD, I realize now that it's Joni's own version of "Both Sides Now" from her 2000 "Love Story" release (you know, "At Last", "Comes Love", etc.) that I haven't listened to since, well... 2001? I'm sooooo embarassed! And I thought I finally found a cover you didn't know of. While searching online, however, I did find a few odd things: there's a version of "Both Sides Now" by someone called Blossom Dearie. Also, this news blurb which lists a group called Court and Spark (ever heard of them?): And that's not all. On January 31, Tract Records will reissue the 2004 Oldham tribute album I Am a Cold Rock. I am Dull Grass., featuring a bevy of bands nobody's heard of and a smattering of better known acts, including Calexico, Iron and Wine, and Scout Niblett. Originally a double-disc affair, the collection has been paired down to a single for the reissue. However, the new version features six additional artists that didn't appear on the original release: Jolie Holland, Elephant Micah, Court and Spark, Viking Moses, Unbunny, and tribute king Mark Kozelek. According to the label, Sufjan Stevens was originally slated to contribute a cover, but he got wrapped up in a little record called Illinois and had to withdraw his offer. The first 400 people to order the album directly from the label will receive a bonus disc filled with Tract artists and their associates covering each other's songs. Feel the love!
