I don't find that hard to believe. What I make now as very average pay was a high income class salary 30 years ago. I am still pretty much taxed as if I am in the upper percent, when I am far below that in reality. It's not fair and it's stupid, really. Many before have walked out with fortunes. From your previous comments it seemed like maybe you thought they did not have much money because you questioned why "they should be made to pay out of their own pockets." Unfortunately we often don't know the real character of the people we vote for in advance. When their flaws later become revealed to us, usually too late, either people don't want to believe it or they want to help enable them. Supposedly we have laws and safeguards to help prevent such abuse but the trend in recent years has been to throw those out and ignore them, too, when it comes to political figures. The extra money available now could pay down the debt or could shore up Social Security or could make sure that when the economy slows down (as it's already doing, resulting in less tax being collected because fewer people are working), then there will still be money available for government programs, and I'm not talking about welfare or art funding either. I compare the tax rates here with other countries and the top federal rate of around 30% doesn't seem so bad to me. I can understand that other people might not agree and feel like that's way too much to be paying. Anyway, and I'm certainly no expert on taxes or government spending, etc.... As I understand it the reason the government has extra money now is not because the tax rate has gone up greatly in the last eight years, but because government spending was so drastically reduced in the Republican-led charge to balance the budget. The surplus is because of that, and if it's depleted now means either higher taxes in the future or cutting government programs again (and, for example, the military is one such "government program"; as an aside it was galling to hear Dubya complaining during his campaign about the current reduced state of the military when the Republicans had a lot to do with that). The tax refunds are based on the assumption that the economy will continue to grow at the same rate it has for the last 8 years, and that's not happening! The refunds are spending money with the assumption of earning more and it will be a problem when that "making more" doesn't happen... a problem that probably won't be felt until after Dubya's out of office. None of this is certain, of course. Maybe it will all work out fine and we'll all get extra money in our paychecks soon, no one else will be laid off from work, and four years from now we won't feel any crunch (i.e., drastically higher taxes) at all. Signs are, though, that that's not how it will work out, but we can all hope for the best, and express our concerns to our representatives and when we vote next time. > Oh come on. Not everyone has strong political beliefs, and if someone doesn't then it really doesn't matter what any political party does or whether there's any difference between the parties. Most people CAN be bought with tax rebates, or the promise of lower taxes, because it's something so immediate and tangible. That's why taxation is talked about so much during campaigns. Wait until the 2002 election campaigns. I'm sure we'll be overwhelmed with talk about this tax refund and how the Republicans are responsible for it, and oh, we don't want those bad big-spending Democrats in office again do we? Those "big-spending" Democrats were the ones that actually balanced the budget (yes, with a push by the Republicans) after spending went completely out of control during the Reagan/Bush years, so who, exactly, are the big spenders? Anyway, anyway, life goes on... taxes or not. Oh, wait, taxes are one of those inevitable things, so there's not any not where taxes are concerned. One of the reasons we don't hear about these things except in the most broad brushstrokes is that the media ( I mean ALL the major radio, TV and press) in the US is owned by less than 20 mega- corporations who paint a homogenous picture. The vast majority of Americans get their news from television, and your average nightly news show is larded with commercials, sports, entertainment news (read:press releases), cute human interest stories, weather, etc, there is very little room left for anything more than a few video clips and soundbites. But more to your point, I think it is disgraceful that Bush is torpedoing (is that a word?) the global warming talks, and that he has the audacity to link the Star Wars boondoggle to nuclear arms reduction talks. I completely understand when you and others say they feel he is making the world a less safe place. And you are right-to line the pockets of his cronies. Shame on us for letting young Caesar assume the throne-he's obviously not all there. And none of this is in defense of Clinton-he's on his own! It's like video killed democracy or something. But I have a cure for this situation -- I think Joni Mitchell should run for president. After all, she doesn't lie. And given her high standards, can you imagine the inspired choices she'd make for Cabinet secretaries and ambassadors? She'd restore funding for music and arts programs in the schools. Although her Canadian birth makes her ineligible to run for president of the US, maybe we could join with Canada in creating a special one-time office for Joni -- President for Life of North America! She could run on the Folk/Rock/Jazz Ticket, since I'm sure she'd never want to be a part of any established Canadian or American political parties. I'd vote for her. After all, when it comes to things like vision and having an opinion and wanting to make the world a better place, she's miles beyond any of the dreck we've been tolerating for the last few decades. I wonder how many employment sectors are going to experience significant losses, with resulting lay-offs and people out of work. The only sector I keep hearing about is the dot.coms and people losing money in their stock investments and also retirement plans. The dot.com crashes have badly affected certain regions like in Northern California and there would be a ripple effect in real estate, luxury items, fancy restaurants and other sectors that depend on an upturned economy. I haven't heard of there being a great national increase in unemployment, though. Maybe the numbers of unemployed will not be significant enough to affect the tax revenues. Save it for a rainy day is a wise approach, no doubt. But also throwing a bit back around across the board couldn't hurt. It's funny when it comes to money - whether it's the government that holds it, or the individual - whatever is available and readily on-hand tends to be spent to the maximum. You start off with 30% federal top rate - roughly one-third of your income deducted. Then you add on State, local, Social Security, and other misc. Then you add on sales tax on nearly everything you purchase. When all is said and done I personally am paying 60%, or two thirds of my income on taxes. I live in one of the most expensive cities in the world on top of that where I have never been able to afford to purchase a home (and get some tax write-off). I realize this is not the economic situation for many people living across the U.S. who have lower, or, no state income tax, and have lesser sales tax rates, but you can see how regional variations in economic reality may make some people more pro-tax reform than others. You're right, the film with Meryl Streep and Rosanne was absolutely awful, but the English TV series with Patricia Hodge, Julie T. Wallace and Dennis Waterman was wonderful. Every time I re-read the book, I see their faces as the characters and realise how perfectly everyone was cast. As to my own reading, I haven't read anything new lately. I've just finished Cornwell's Scarpetta series (all of them) for the umpteenth time, and am re-reading Bridget Jones' Diary and The Edge Of Reason (the follow-up) before going to see the movie. I did wonder about the casting etc. - I never usually like seeing movies of my favourite books because they always seem to get it completely wrong. But I saw the making of the movie on TV the other day, and saw that Helen Fielding wrote the screenplay herself, and her best friend is Sharon Maguire (who the character "Shazzer" is based on) and she is the director. And everyone I know that's seen it is raving about how good it was. It will be the first movie I've actually gone to since Titanic, since it always seems easier (and cheaper) to wait for the video! I'm in Texas, and I can tell you for sure if it weren't for air conditioning this state would still be a vast wasteland. The entire American South for that matter would be vastly different without the omnipresence of air conditioning. As I write this, the time is half past midnight. The air temperature is 87 F. and the relative humidity is 55%. The high temperature today was 100. This is fairly typical for this time of year - it's been like this for the last few weeks. In August it gets hotter. I remember last Labor Day (first Monday in September for the non-U.S.)sitting outside and hearing the temperature reported at 112! By October, though, the weather will be absolutely, achingly exquisite. Sometimes I think the only reason I stay is for October. By the way, how warm is 30 C? I am metric illiterate.
