I get the impression her label operates on a tight budget. Jess Klein signed with Rykodisc, and they probably have some money they can throw her way. Then again, one would think Sony/Columbia might be able to underwrite some expenses for one of their artists, that is, Mary Lou. (Is she still under contract?) But often tour and publicity expenses come out of an artist's advances, which have to be paid back by the artist (ouch!), so in the long run it may be too much expense to be worth it. These things are a gamble, despite the old saying "you have to spend money to make money," and if an artist's touring doesn't lead to having a sizable hit, this can easily lead to being in debt to the label. Or even better, maybe a few artists with similar appeal or fan bases could tour together. They could share some expenses and also tap into each others' fan bases. A number of New England artists have been doing this on a limited basis over the last couple of years, and I understand it's usually gone well.
