But the two are among the diverse groups expected to face off when BC Hydro invites entrepreneurs to come forward with proposals for private sector power generation on Vancouver Island later this month. After more than a decade of foot-dragging, the provincial utility is opening its grid to independent producers looking to sell electricity. However, in this case, BC Hydro is only turning to the private sector as a last resort, after the B.C. Utilities Commission refused permission for it to build a controversial natural gas generation plant. Despite the politics, the opportunity has drawn interest from numerous players -- including Jewel, who caused a stir when she showed up in Victoria back in April to lobby B.C. Premier Gordon Campbell in favour of a plan to convert an abandoned pulp mill on Vancouver Island into an environmentally friendly generating plant. Jewel and her mother are among a group of half a dozen investors behind a company called Green Island Energy that recently bought a mothballed pulp operation at Gold River, on the island's west coast. Little else is known about the company. According to Sean Ebnet, Green Island's vice-president, the backers have "deep pockets" -- in media interviews he has referred to them as artists. The approximately $100 million in funding required by the project is already in place. "The owners are using their own capital," Mr. Ebnet said. Green Island plans to focus on the steam generator at its facility, which it intends to modify to boost the capacity. The company hopes to fuel it with wood chips shipped in from sawmilling operations up and down the coast. In total the old mill will produce about 105 megawatts as early as the end of 2004, Mr. Ebnet said. But Green Island is up against serious competition. Pulp and paper maker NorskeCanada intends to produce electricity using a co-generation system at its own pulp mills, which continue to operate, unlike the one at Gold River In media reports, NorskeCanada has been critical of the Green Island plan, arguing the company is dependent on other companies to supply it with wood chips to fuel its generator and that fluctuating prices would eventually render the plan uneconomical. NorskeCanada has no fuel supply problems because it has its own forest operation. But perhaps the most daunting challenge faced by all the would-be producers is that BC Hydro would much prefer not to deal with any of them. Analysts said it is clear BC Hydro still believes its original plan to build a new generating facility on Vancouver Island for $700 million is the best one.
