It says CD-R acetate in the included description, too. It does happen nowadays that even big labels will sometimes do very small runs using CD-R instead of bothering to get real stamped CDs made. In the vinyl days they used to have test pressings, too. Low volume promos lacking the niceties of a real release do happen. If there's an actual Atlantic silkscreen or other printing, it could be real. It could also be some sort of fake trying to look real. Without examining the actual disc closely, there's no easy way to tell anymore. Actually, test pressings often had simple handwriting on them, as well, which could be true of the CD-R promos. They were only sent to a few very key radio stations and clubs for testing, to see how well the song might be received. If received well, the song might later become a single.
