The terms "folk music" and "folk song" are much abused and have caused great debates. I prefer a simple definition based on the meaning of the terms "folk music" and "folk song": music/songs by the folk, that is, the people as a whole, and not by a particular individual. It is music and songs that (to quote a dictionary of music) "have grown up among country people and have been handed on from singer to singer, and from generation to generation, without being written down". It goes on: "Nobody knows who actually composed them in the first place, or when they were composed ... A folksong ... becomes the musical expression of a community." So if you know who wrote it, it's not a "folk song" in the strict meaning of the term. On records folk songs are indicated by putting "traditional" in place of the author's name. Every country, and often regions within a country, has its own folk music. However, some music imitates the folk song style and that gets called "folk music" too , and so the term has become blurry. Some American singers -- like the great Woody Guthrie and Pete Seeger (who both exemplify another significant aspect of many singers of "genuine" folk songs -- that they have strong left-wing views) -- collected and sang American folk songs and also wrote songs in the folk style. They were followed in this by singers like Bob Dylan, Joan Baez and Odetta, and preceded by the wonderful Huddie Ledbetter ("Midnight Special", "Rock Island Line" and "Easy Rider" come to mind). Early blues and jazz as well as spirituals were often based on folk songs. So you need to be clear what you mean by "folk music" and "folk song", otherwise it can get confusing. I wouldn't call Jewel a folk singer. The only folk song that I'm aware she has sung is "House of the Rising Sun". I think of her as simply a poet who sings her poems (and her songs are on the whole more poetic than her poetry). When I think of (American) "folk singers", I think of the singers I've mentioned above, not of Jewel.
