You mentally put yourself in a particular situation and see where it leads you. I once wrote a first-person story about a young girl giving up her baby for adoption. Many people thought it was "true" in the sense of its emotion, even though I'm a male in my 40's. Was I lying? No, I was creating. Sixteen is not a young age to write songs, BTW. She said she started writing to express her feelings shortly after her parents divorced when she was 8. I write lots of poetry and some of it has nothing to do with me or what I have experienced. Sometimes I write about things that I would like to do or things that are inspirational and other times I will write about things that have absolutely nothing to do with my present life. I wrote a poem about one of my friends who smokes, about the winter waether, etc... Sometimes we can live a little of our dreams by writing them down too. It makes us get just a little closer to the dreams as realities. I also am a musician, so I understand Jewel's creative side to both her music and lyrics.
