These contain most of the stuff responsible for sex differentiation. But, it is certain hormones at certain times of development that give the outward appearances. I.e. the practical upshot is that nipples come first, sex characteristics come later and if you play with the hormones (or due to some mutation) you can have very female looking XY's and or very male looking XX's. Apologies to biologists for such a patently simple explantion. James.
