Customs at the UK end really don't have time to sort through every parcel (particulary on values under 20 or 30 UK pounds - and are far more interested in illegal substances anyway) so 99 times out of 100 you wouldn't have to pay it, if it hadn't been charged. Some of the US shops are being a bit too diligent, perhaps. Personally I feel that we should never pay taxes at the consumer end for anything. Every product you buy comes with plenty of taxes already included. Take Post Everything for example: they pay taxes on their business, they pay taxes on their employees, they pay the CD manufacturer who pays taxes on their business and their employees and their supplies, they pay the shipping company who ships the CDs to their door who pays taxes on fuel, taxes on their trucks, taxes on their business, etc...
