Well, I think it's because his solo work has moved the least far from the Wire aesthetic. And any right thinking Wire person wants to see progression. However, I've not heard the HSO album, so I may be a little misguided. The two He Said albums on Mute are curate's eggs, and both have too many 6 minute tracks which are great three minute pop songs that outstay their welcome.
