The metaphorical meaning of this song is to me something like this: Riverboat Gambler is a guy who doesn't trust anyone. He betrays, because he's afraid that the others betray him. The life and all relationships are to him just a game, where everybody is betraying each other. The "I" of this song is a person who wants to get inside, behind all games, who wants to show him that there's still trust and truth in this world. The "I" wants to "make a place that's safe", so that they don't have to be afraid anymore, and there's no more need for games nor lies. Of course there's possible that RG and "I" are two sides of a one person. There can be different metaphorical meanings. Riverboat Gambler (like all Carly's songs are) is full of details and tiny meanings, I think it's impossible to explain them all. Hope this little helps you a bit.
