Radio stations now devote 35% of the music they play to Canadian artists. Charles Dalfen, chairman of the Canadian Radio-television and Telecommunications Commission,...said a review of the 1998 commercial radio policy will take place later this year. The 1998 radio policy, unveiled in April of that year, said that a 40% Canadian content level should be attainable across the board within five years as a result of the "cooperative initiatives and efforts [of the radio and music industries] to promote and support Canadian music." That has not happened in most cases, and radio broadcasters have begun to argue publicly against the rationale for the increase to 40% Canadian content, and to propose eased ownership restrictions to counter the effects, should they have to play more Canadian music. At a recent investor conference held by BMO Nesbitt Burns in Toronto, Rael Merson, President of Rogers Broadcasting, said a 40% Canadian content rule would "dilute" Canadian radio stations, causing them to lose listeners to U.S. stations whose signals come across the border. He said there is not enough product in many genres to justify a playlist that is 40% Canadian. When commercial radio stations were compelled to raise their Canadian content minimum to 35% from 30% in 1998, the broadcast regulator also loosened restrictions on how many radio stations a company could own in a single market. Consolidation followed to the point that Standard and Corus Entertainment Inc., the country's two biggest radio broadcasters, are now prohibited by regulation from adding any more stations. Companies are allowed to own two stations in smaller markets and three stations in larger markets, but they must be split among AM and FM stations. Mr. Merson of Rogers Broadcasting suggested that the distinction between AM and FM could be removed, restricting companies only by the number of stations they own. He argued that some AM stations are as profitable or more profitable than FM stations.
