I may be able to shed a little insight on that, being an old Queen's alum myself. I'd imagine that it is closed to the general public, seeing as it's a formal and that's the way of such things. But you can get around that, all you have to do is meet a graduating Queen's student in whatever faculty is holding the formal and persuade them to bring you as their date.
