Well, I agree with the second statement, but as to the first, Ophelia isn't much of a strong female character by anyone's definition. Even within the context of Shakespeare's plays there are roughly 50 women who could use her as a toothpick. She basically wisps about doing whatever the men around her tell her to, particularly Polonius and Hamlet, and then goes insane when Hamlet rejects her and wanders around for a bit giving people flowers before tumbling fecklessly into a river.
