Nobody really knows what the hell's going on with the whole thing as it's never been done before. A lot of people are even more pissed than we are (although we probably have the most direct view of Blackball Lake of anyone in the neighborhood)... seems like a lot of pseudoscience on both sides. So far the birds sort of play with them and peck at the edges, since the whole lake isn't covered yet.
