What I notice is that there are lots of longstanding respected local bands who are probably past any possibility of breaking big, but have their place locally, and as often as not the LA folks who know all the really hot new bands theat I'm always late to hear about seem to know less about those long-running bands than people from out of town who follow this kind of thing.
