In reading the article, his friend--who made the buy--didn't even get charged, yet they're sticking him Newfield with multiple counts. From the descriptions and the photos it looks like they worked him over really well for buying *pot*. Not even buying pot, but being in the wrong place at the wrong time. Even if he were making the buy himself, it's a goddamned victimless crime. If you're a cop and you absolutely, positively have to go medieval on someone, why go after someone buying pot? Why not a pedophile? At least with a battered pedophile there's a *chance* I might understand why you would do it.
