The term "learning English" is too vague for argument anyway cause there are such different degrees of knowing the language. I actually meant to say that I think all people with a permanent license should be required to communicate in basic english. The proof of insurance cards might be printed in English, but that doesn't mean you'll be able to communicate that you want to see the card. This suggestion doesn't stop anyone from getting a license. You could permit people for a year, and then make sure they have learned or are activiely learning basic language skills. As far as English in the classroom, I still think it should be exclusive. I think you are doing children (not adult education, mind you) a disservice by not forcing them to learn English. I don't think it's accurrate to say that a non-english speaking child *might* be better off learning english. If that child is going to stay in this country, they would *absolutely* be better off learning English. As long as most major business in this country is done in English, you are better off knowing the language. Unless you already know that your 3 year old is going to be a famous artisit who will have no use for the language as an adult... And of course I am aware that American citizens aren't the only ones paying American taxes. I am also under the impression that American citizens aren't the only ones collecting welfare and government checks, and I believe I can find instances where people who are not Americans are actually drawing more money from our government than they are paying in taxes. Not that this would matter if they were citizens, but just because someone pays taxes doesn't give that person the right to collect American tax dollars. I imagine there are quite a few illegals who simply take more than they put in, then go back "home" when they are through with this country. Okay, but this still strikes me as a procedural problem, not a legal one. Are you saying that California doesn't even try to instruct non-English-speaking license applicants that they should have their proof of insurance handy in case of an accident? And what about foreign tourists? Are you going to deny them rental cars? What happens to your economy? The whole thing just seems unworkable from a legal standpoint, and besides, it works both ways, doesn't it? I mean, *you're* smart enough to know that you should show proof of insurance, but if you *weren't*, is it the non-English-speaker's fault that he/she can't get you to do so? Isn't it yours for not knowing you're supposed to? And if you get in an accident and can't get the other driver to produce some insurance info by showing them your form and making the appropriate "hey dude, you show me yours now" gestures, surely a handy policeman could work things out for you, by force if necessary? (That's assuming you're in a mostly white neighborhood, otherwise the cops would never show up at all! And yes, I'm probably being naive.) Don't get me wrong, because I can see how it would be a problem, but it seems to me that to pass a law like that might risk even worse treatment for US citizens traveling abroad than they already risk now, if you make the (IMO perfectly reasonable) assumption that other countries will start doing the same thing. Besides, it seems like the language problem is a side-issue; the *real* problem is that driver education in some other countries maybe isn't so hot, and therefore immigrants are more likely to be lousy drivers and hence get into accidents in the first place. I'd say you need tougher *driving* standards, not language standards. All I'm saying is that I'd rather be sharing the road with a good driver who doesn't speak English than a bad one who speaks nothing but. Wouldn't you?
