While the Control Panel/Desktop applet only shows BMP files in its drop-down list box (and BMP files in the main \WINDOWS directory at that), you can type in the name of a BMP *or RLE* file to the text-entry section of the drop-down. You can also use the dialog as a drag-drop client from File Manager, which is a lot easier, IMHO, especially if you want to use something like C:\WINDOWS\PICTURES\ROBYN.H\STAGE\RLE\RH1.RLE as your wallpaper. Although this isn't documented (and nor, for that matter, is the fact that you can have your 'centred' wallpaper located elsewhere on your desktop) it really does work. If you don't believe me, look for VGALOGO.RLE in your WINDOWS\SYSTEM directory and load it as wallpaper. If you can't find VGALOGO.RLE, look for it in its compressed form on Disk 1 or 2 of your Windows Installation Disks and decompress it to \WINDOWS with the DOS utility EXPAND.EXE, which you really *should* have in \WINDOWS.
