So, it's the proxy that's sending it. I'd generall want to reply back to the proxy to keep the discussion going. not the individual. "Reply" is what mail programs/services use as the default for starting a reply. "Reply All" is USUALLY an extra step. mailing lists like this are designed to facilitate group discussions. if the default step of just doing a "reply" breaks that by emailing back to the individual, the process breaks down and the terrorists win.
