Last August and last October she mentioned that Happy is writing new material, but that it could be months or years before an album comes out; "we have no idea." If you want to hear the news the millisecond after Happy announces it, that would be the place to find out. I also get the strong impression that money is not the main issue. It's not that she has an album ready to go and just lacks the financial means to put it together.
