Generally, venues publicize what they're given. So if the shows are listed as "Jane Siberry" or some combination of "Jane Siberry/Issa" or, as I've also seen, "Issa (Jane Siberry)", chances are that came from how she asked the show to be listed. (Joe's Pub in particular just copies and pastes its show descriptions from what they're sent from the artists' people, I know this for fact because I have been the person providing them that info on more than one occasion. :) My guess is this is a practical decision on her part -- for an artist who has been around as long as she has to suddenly try a name change mid-stream is pretty risky. Not all of her fans read her newsletters or actively keep up with her goings-on, so if she doesn't make it clear that "Issa" = "Jane Siberry", that's a lot of potential lost ticket sales along her tour.
