When they noticed that the state regulators weren't watching and making them do it they stopped trying. Now we have 1 megabit per second for about $40 a month through copper wires and in Japan they have 100megabits per second on fiber optic for about the same money. If a community decides to set up their own fiber optic network the local phone company will sue them for unfair competition.
