Akemi's daddy didn't have any honorable instincts and probably saw what he did as "necessary business" to preserve his power. It also seems that men (certainly men of his rank) were like the lords of their domain and free to do whatever in their households. We don't know that others were aware of what he'd done. He could've said his family was attacked by someone else. Regardless, he seemed to have enough power/prestige and traditional respect where no one would challenge him, whereas they might have seen less risk in attacking some lone stranger like Xena.
